Default LeRoi mounted pump?

I 'm not sure where I should ask this question. The trash pump that was mounted to the leRoi engine has a lever that is inside the pump and freely moves back and forth.
Is this lever part of a flapper or is it inside just to catch any grass type trash??
It seems to have a set of screws that might hold something else?? maybea flapper to hold water back to improve priming?? anyone have any ideas?
