Default 2 Stroke Friction Drive Made in France

Would anyone have information about this little 2 stroke friction drive bike engine?
I was told it was made in France , possibly a solex.. any info would help and a possible value of it if it is not locked up. It's local and reasonably cheap. Thanks in advance.

Looks like a Solex, with the cooling shrouds missing. If it is not stuck, has spark, and the carb is there about $25 would be it in that condition.

16:1 fuel to oil ratio, Not very powerful, nor speedy - it was meant as a pedal assist, not primary power. It probably rated at about 1/2 HP.
