Default Can you identify this part? 6.5 NH 3CE

Can someone tell me what the control box with springs attached to the governed is? Does it require service or adjustment?
If so can you provide instructions?

That is the vacuum booster. Run the engine and run the slide to where is no tension on the spring. Then put a full load on the engine. The booster arm should then pull on the throttle. To keep the speed up.

Its a vacuum speed booster. Check out this thread for an explanation. Post#6. It isnt your model but information applies the same.
