Default Unknown Find

I apologize in advance if I have posted to the wrong sub-forum but since I don't have a good idea of what I have this seemed like a good start. As I edge into that stage of life when all the children are gone I have started to track down interesting collectibles at estate and farm sales. This past weekend I grabbed an item off of a shed floor because I liked the shape. I have no idea what it is.

It has a well worn logo that looks like it says VICTOR with 3 numbers below it Looks like 704.

I am thinking some form of a counterweight.

Any thoughts would be much appreciated.

Some windmill weights were similar. You didn't give size or weight info.
