I can see why he wants to keep it in country. Here in New Zealand (and I would bet the same has happened in Aus) there have been a lot of buyers ship engines, cars and tractors off shore simply for profit, taking advantage of low local prices. I know of one company that was shipping vintage tractors off shore in containers, and they shipped lots. There is a strong desire to preserve the stocks we have here.

He won't ship to the USA because Australia won't give him an export permit. In that regard they are a bit like Egypt which won't allow antiquities of cultural significance to leave the country. He probably put the first bid on it himself hoping to convince some other Aussie that it is worth at least that much.
You might recall what P.T. Barnum said on the topic.

Or does that mean the second bidder is the seller bidding on his own engine trying to see how high the other guy bid.



Believe it or not, there are some Honest people on eBay. Maybe not all of them, but there are some.
