Default Unknown toys: steam engine

got this today and have know idea what brand this is any help would be great. There are no markings on it at all

Might be a Harvey Miller Watt Special (250 Watts)
I think some said Specialty Instrument and Supply Company in fine print.
I have not seen one in person, but guy had one at a farm toy show looked like it.
Here's pic with a decal. I have seen another similar engine, it had a solid flywheel though.

Is there any information pertaining to this motor? I have one that is a great runner, but I dont know anything about it. I would like to know a date on it. Mine came to me glued solid. It was just an electric steam whistle. Now it runs perfect. Any info leading to its past will be helpful. I know it says Watt Special on the lable. It also says Made for Harvey Miller co.
