Default Program wont show in full screen

I've got a program that won't go to full screen, it's stuck in the reduced screen mode. I'm running Win 8.1.
Specifically the program is Draftsight.
I reduced the screen to show another page so I could compare. When I tried to stretch it back to hit the full screen button it wouldn't go far enough to access the button (the restore and minimize buttons top right on the screen), only the minimize is left showing.
I started messing around and ended up with only half the screen showing and now can't access either button.
I can still minimize the screen with the Draftsight Icon on the bottom of the screen but still won't go back to full screen, only the half screen.
I even tried uninstalling and reinstalling the program but no dice.
I've been running the program for some years now and have done the minimize and restore many times with no problem.
The help section on the program is no help at all.
All my other programs work just fine.
I hoping someone here can set me straight.

What was it, what did you do to fix it. Of curse it'll happen to others and your heads up might help.
