Default Is this a Steam Fire Engine Pumper pulled by this Truck?

Just picked this up and I cannot identify what the implement is behind the Model T truck. I see a hose and other accoutrements, though I'm not sure if it's a rural fire pumper or something? Any ideas?

Not steam powered, I would say just a people powered water pump, or there could be a gas engine hooked up on the back end. Hard to tell from the picture.

I saw one of these once. Early gasoline engine buried in the middle of it. Looks and pulled like a steam fire engine so the fire horses would get along with it.
