Default 4KW BF 220 Wiring Question

Model and Spec:
4.0BF-3CR/160025
8763152915

This is the 4KW BF I received. I am trying to wire this for 220, but I am a little confused on how this is currently wired. I don't see where M2/M3 are bonded together. but I also see two breakers (Guessing one for each 110 Hot side) I cant tell which ones are MX as they are not tagged on the White Wires. The Breakers leave to a Female L14-30 twist lock.

Any Help would be great.
