They are a multiple disc clutch much like an automatic transmission clutch. Could be worn, could have notches worn in the flywheel, could just be oily and sticky. There are still places that can reface them. The 25 is a bit different than the 27. Uses large pins instead of the "gear teeth" on the outside.
