Default Ottawa Engine Mystery

Have an Ottawa 4 hp log saw. Been able to get it running, but it runs too fast. It's supposed to run about 550 RPM but the slowest I can get it to run is about 1000 RPM. I tried all the manual's suggestions as to how to reduce the speed without any luck. I am running it on regular gas. Would appreciate any help.

1000 rpm?! It didnt blow up? Do you have the throttle arm on right? It maybe working backwards. Or maybe the throttle's butterfly isnt working or not there.
