Another "What is it?"

Bought this at an old tool sale, have a sneaking suspicion what it's for but wanted to ask you guys.
The hole in the "top" is threaded, it pivots and slides along the entire length. I believe the middle section stays stationary and also that there is a piece missing.
What is this funny thing?

Looks familiar but not quite sure. Reminds me of the remains of a hay mower sickle sharpener.

That's the one I was thinking about. The thing was made to clamp to the steel wheel of the hay mower and be used in the field.

By gum! There it is! I do have a couple fratistats here so maybe... :)
I was thinking a reel type push mower blade sharpener. Perhaps a fella used this on one...
