If new carbs are like vintage ones: I was taught in a B&S class tthat default settings were 1 1/2 turns out for high speed adj. and 3/4 turn for low speed. This should get engine in able to start area. Then high speed is adjusted for highest speed at fixed throttle and low speed for most stable idle. High speed should be adjusted down road according to spark plug indications. Too rich (heavy dark carbon) adjust in 1/8th turn. Too lean (very light tan) adjust out 1.8th turn. May be adjusted real time if you have either a "Color tune" transpearant plug or an engine analyzer. High speed adjustment is the one on upper part of carb with spring on it. Idle is on bottom with lock nut on it.
