this is Mike at the Paulson Ag Musuem of Argyle.
We just got a nice-looking pump of some sort a few days ago.
Can anyone shed some light on what this is or what it might have been used for?

I believe your unit is a hand force water pump- there would be a pipe handle thru the sleeve on top. It would pump water under pressure thru a hose nozzle quite a distance. The picture shows my Gleason & Bailey inverted water pump, 4" piston, in original paint, c. 1870 or so. Fred
