went to a barn sale few days ago and this ended up in the back of my truck. its some kinda cutter? has 2 blades that look like it would cut wood into triangles or maybe just a end shear? anyone have something like this? would like to know possibly what year these were made and of course its function/job? thanks

It is for mitering picture frames. You would use a standard miter box and rough cut the frame and use the shear to finish the cut for a perfect fit.
