Humm, I thought it would look like a spanner wrench or gland nut wrench with a big open center to get to the nut for adjusting ?.
So I am at a loss here .:rolleyes:

So I am at a loss here .
The right end (in the pic) is a typical hex socket to loosen the center nut and the left end fits into the spool bore and has a center hole to allow the threaded shank of the valve to pass thru. Bill Klein
