I don't have my Villiers books handy, but it looks like a Villiers two stroke with their famous flywheel magneto.

Villiers must of made millions of them to supply hundreds of brands of motorcycle, motor mower and every thing else you can think of that needed an engine.

It looks like a kick starter model.

I found out recently that Villiers made some engines (four strokes e.g. Mark 25?) in Australia, not just in Wolverhampton, England.

When you start to strip it down you will find a date stamp on the flat of the flywheel. It will be MM/YY (month/year).
