Actually Charlie the Rock River Cannonball is a full sized German 300mm gauge dock & wharf engine. The 300mm is just under 2 foot gauge and the 2 foot mark is the cutoff the Federal Railroad Administration (FRA) uses as one of the criteria to determine whether or not they have jurisdiction. None the less, she is a lot of fun to operate & fire.......PDRock River Thresheree at Edgerton, Wis. has a R/R. ( Half scale ) Portland, Tenn. has a R/R right next the show grounds and blows the whistle for the road crossing many times a day.
John,Many smaller 'tourist' railroad sites have shut down due to FRA regulations. Here we once had a great little strip of (full size) track that was on the grounds of the old waterworks - called the St. Louis & Chain of Rocks RR. Operated by volunteers on weekends it drew good crowds. Now, if your track is, or could be connected to any main line rail, it (and all of your equipment) must pass ALL FRA regulations and requirements.
